Parliament has adopted the introduction of one-day vignettes for passenger cars up to 3.5 tonnes that use the republican road network.This happened with the second reading bill for changes to the Roads Act.

The new vignette will enter into force within 6 months after the publication of the changes in the State Gazette.

Among the accepted amendments is a proposal by Alexander Ivanov from GERB-SDS, related to temporary exemptions from tolls.The Council of Ministers will be able to temporarily exempt foreign vehicles from taxes under certain conditions.This applies to cases of participation in international or intergovernmental agreements and programs.The aim is to provide easier access during crises, such as natural disasters or major accidents.For example, foreign fire teams will be able to enter Bulgaria and work without paying fees.
The measure is bilateral – and the Bulgarian teams will be able to pass through neighboring countries without tolls.

A more precise determination of toll fees for heavy goods vehicles over 3.5 tons is also being introduced.Apart from the vehicle category and the number of axles, they will also be based on the technical characteristics of the road, as well as environmental criteria such as Euro category, CO2 emissions and others.

Within 6 months after the entry into force of the law, the toll tariff will also be updated.

The MPs also voted that the National Revenue Agency and the Customs Agency have access to the data from the electronic toll collection system in a certain order.

The contractual term for providers of the European Electronic Road Tolling Service (EETS) was extended from 24 to 36 months after registration.This service is complementary to the national system and the Road Infrastructure Agency will maintain registers with data on the districts, providers and national operators.

The entire bill was prepared by the Committee on Regional Policy, Public Works and Local Self-Government on the basis of changes already adopted in the first reading.
